Background
RECORD was established in December 1989 on an initiative from the French Minister for the Environment, who responded to a request from the HSMRC (Hazardous Substance Management Research Center), the American network for collaborative research projects located at the
NJIT (New Jersey Institute of Technology).
In the United States as in Europe, the complicated nature of the problems arising from hazardous waste management and the sheer cost of the investment necessary to address the issue on a more fundamental level, justify in themselves, the adoption of the collaborative research option.
Thus, RECORD is the result of a threefold collaboration between industrialists wishing to group together their research needs and means; the French public authorities (
ADEME the French agency for the environment and energy, and the
Ministry for the Environment); and scientists from almost all fields: physics, chemistry, mechanical engineering, biology, economics, social sciences etc. All research work takes place within the laboratories concerned. The greater part of the work is written up in French; however, a detailed summary in English is made of each study.
There are currently 12 members making up the network: 10 industrialists and 2 public bodies.
After 18 years existence, RECORD has to date financed more than 100 research contracts. This work has given rise to 30 states of the art, 15 doctoral theses and 5 published works. Over thirty laboratories, in France and abroad, have taken part in this research work.
Aims
- To be a collaborative organization in which the members define their study or research programmes on hazardous waste and contaminated soils, according to their needs. These programmes are entrusted to public or private laboratories.
- To provide a scientific base for exchanges between industrialists, the Public authorities, and communities.
- To pool documents and organise information exchange.
- To seek out cooperation with equivalent organizations abroad in order to facilitate research on an international level.
Research topics
The subjects of studies and research undertaken by RECORD are structured around the key issue of hazardous waste management. The topics are dominated by 4 major lines of research:
- Evaluation and characterization of waste and pollutions
- Management and treatment of waste and contaminated sites
- Evaluation of the impacts on health and on the natural environment
- Development and integration of knowledge from the field of social sciences
Working method
Each member makes an annual payment towards the financing of RECORD, (37,000€ per member), the ADEME contributes 25% of the budget. 80% of the budget is given over to study and research programmes within the laboratories. 10% goes towards the running of the network. The remaining 10% is retained for the management of RECORD.
On a practical level, RECORD members undertake collectively the choice of research topics, their allocation, and the monitoring of work in the laboratories. They are aided in their task by a scientific committee.
